Announcing the VRL Chair: Matthew Bisoffi from CKH IOD
The VoLTE Roaming Lab welcomes Matthew Bisoffi, Head of Business Management, Operations and Insights at CKH IOD, as its new Chair. After working closely as Deputy Chair with Jason Olivieri from Verizon, former VRL Chair, Matthew has been appointed as the new VRL Chair to continue to develop initiatives to achieve the lab’s objectives.
“It is a very exciting period for our industry, with technology and user behaviour evolving at a pace not seen before. My motivation is derived from my passion to ensure our industry delivers the processes, systems and tools needed to maximise the benefit of this positive change. I hope to use the experience and knowledge gained through my 20 years in the telecoms business to support in making this happen”.
Matthew Bisoffi
Matthew has held wholesale telecoms related roles throughout his 20 years of experience, both in the fixed and mobile markets (VarTec Telecom – now part of Talk Talk, Energis – now C&W and 3UK), before joining CKH IOD International Carrier Services (the Hutchison Group central Carrier Services division). His knowledge and areas of expertise include commercial interconnection, interconnect and roaming regulation (domestic and international), roaming commercial negotiations, hubbing services, retail propositions and carrier services operations.
Between 2012 and 2018, Matthew held the role of Head of International Roaming at 3UK and was instrumental in bringing to market the industry’s first Roam Like at Home proposition (Feel at Home). During his tenure at 3UK, Matthew led and was accountable for the E2E wholesale roaming commercial and operational business, with input into shaping the regulatory framework and the UK representative of a team tasked with forming the new CK Hutchison Group International Carrier Services business division.
Since March 2018, Matthew has held a prominent role within the Hutchison Group International Carrier Services business, bringing together and realising the benefits of aligning the European and Asia operating companies’ roaming & interconnect business units. This included being instrumental in onboarding the carrier services business units in new group entities, in Italy and Sri Lanka.
Matthew has represented 3UK and the CKH Group at various industry forums, most recently as GSMA WAS Deputy Chair, and partaken in regulatory lobbying, and spoken/presented on various topics including, retail roaming propositions, wholesale roaming regulation and Quality of Service.
The VoLTE Roaming Lab, formerly known as the VoLTE Roaming Taskforce, was established in November 2019. Since its creation, this group only had MNOs members. It features MNOs from all over the world who collaborate on initiatives to support the delivery of VoLTE Roaming amid challenges like Emergency Calls, Device Manufacturers and Lawful Intercept.
